Kamal Nath’s parting gift for Haryana builders?

According to sources, the National Capital Region Planning Board (NCRPB) is hurriedly trying to pass Revised Regional Plan 2021 of NCR and Sub-Regional Plan of Haryana to give out-of-the-way benefits to the builder community in Haryana, keeping at bay the interest of environment. In fact, a special meeting was convened even while the poll process was on to approve these plans before the formation of the new government, said sources.

Sources also said board members from Uttar Pradesh and Rajasthan did not attend the special meeting called by NCRPB to pass the Haryana Sub-Regional Plan. The GNCT Delhi has already expressed dissent to give approval to Revised Regional Plan 2021 and Sub-Regional Plan of Haryana which is aimed at reducing the Green area/Natural Conservation Zone and urbanise it for real estate development in Haryana. To get this plan approved, the observations and important recommendations of Ministry of Environment and Forest (MoEF) relating to major environment issues have been ignored.

Sources said while other ministries were now deferring taking decisions on policy matters till the new government assumes office, the hurry being shown by Kamal Nath belied this principle. Ideally the incumbent government should hold approval of this plan till the new board is constituted under the new regime and the matter be given a fresh look.
