We’ll work fast: Delhi government

In a good news for lakhs of families and in the wake of assembly elections, slated for the next year, Delhi government has decided to expedite the process of regularisation of unauthorised colonies.

Delhi Urban Development [UD] & Revenue Minister AK Walia on Tuesday chaired a high-level meeting to discuss certain issues relating to the grant of freehold rights to allottees in 45 resettlement colonies and resolution of forest land in 156 unauthorised colonies, which are likely to be regularised.

The department while emphasising the need of early regularisation of unauthorised colonies, exhorted the Forest Department to complete demarcation of forest land in 156 unauthorised colonies when part of colonies have encroached upon the forest land.

At present, only one Total Station Method [TSM] being deployed to undertake demarcation, but it was decided to deploy 10 machines to expedite the work.

The demarcation would be done jointly by the Forest Department and Revenue Department. In all, 14 villages are yet to be demarcated to take forward the process of regularisation.

The work is going on in three villages including Pul Pehladpur, Chhaterpur and Neb Sarai. A deadline has also set by the departments of Forests and Revenue, who have assured that demarcation would be completed within three months.

Walia also stated that the city government is keen to grant freehold rights to the allottees in 45 resettlement colonies developed prior to 1970.

Around 15 lakh people live in these colonies. Earlier, Chief Minister Sheila Dikshit instructed that free hold rights would be granted to the original owners of the plots, which were allotted by the government under ‘20 point programme’ in early 1980s.

For a long time, the allottees have been finding it difficult to effect transfer of title in lack of ownership.

Residents of 567 colonies, which were regularised in 1980s have been finding it difficult to get their property registered and transferred through the offices of sub-registrar as certain Khasra numbers were not denotified while regularisation of colonies.

According to sources, this anomaly would require a denotification by the government and issue of an administrative order after seeking approval of governor.

Meanwhile, government has finalised its scheme in this regard, which would be placed before the cabinet and would be sent for concurrence of the union government after cabinet’s approval.
