Special commission set up to probe gang-rapes

Prime minister Manmohan Singh-led Union Cabinet on Wednesday constituted  a Commission of Enquiry to look into the incident of gang-rape and assault of the 23-year-old medical student which took place on 16th December in the capital. This commission will also suggest measures to improve the safety and security of women.

The one-member Commission, will be headed by former Delhi High Court judge Justice Usha Mehra, who will also suggest measures to make Delhi and NCR safer for women.  This Commission will focus this gang-rape case 'to identify the lapses, if any, on the part of the police or any other authority or person that contributed to the occurrence. It will also fix responsibility for the lapses or negligence on the part of the police or any other authority or person' said an official statement.

This panel will also suggest measures to improve the safety and security of women, particularly in Delhi and NCR. As per directions this Commission shall submit its report to the Central Government within three months from the date of its first sitting.

Finance minister P Chidambaram while announcing the government's decision to set up the Commission, appealed to public to 'believe' that steps are being taken to find lasting solution to the 'problem that has plagued all metropolitan cities.'

This Commission has been set-up in addition to the three-member Committee headed by former Chief Justice of India JS Verma, which has been constituted to review laws pertaining to rape. Tuned into the public anger over this incident, Chidambaram said it was a 'matter of shame' that the gang-rape had taken place in Delhi and the Central government has special responsibility. 'It is a shame. As a man, I feel ashamed. All of you here in this room should also feel ashamed. Why do men behave like this? We acknowledge the public anger and recognise it,' he said.

Addressing the press conference along with Chidambaram was information and broadcasting minister Manish Tewari, who shared similar sentiments as him.
