Soon, get completion certificates online: KMC

Kolkata Municipal Corporation (KMC) has now proposed to issue completion certificates online. This will reduce harassment to flat owners, and builders will be forced to get a completion certificate from the civic authority.

KMC is working on the issuance of structural stability plan and completion certificates online. This will be placed before the authorities for final approval. Once it is through, it will reduce pressure on the building department and will give much relief to flat owners.

It may be recalled that after taking over as Mayor in 2010, Sovan Chatterjee had announced that everything in KMC would go online. He proposed paperless offices to reduce harassment of people. Accordingly, steps were taken to issue trade license and other licenses online. However, the biggest achievement is issuing building plans online in all the boroughs.

During construction, it is often seen that there is a deviation from the sanctioned building plan. A very common example is the position of the door. After getting the sanctioned plan, flat owners often request builders to change the position of the door. Once construction of the building is complete, builders have to submit the completion plan and after checking it with the original plan, minor deviations are regularized by imposing fine.

After the introduction of online application for building plans and its online issuance in all the 15 boroughs, it has become easier for KMC to check the two plans and issue completion certificate after calculating the fine. However, to avoid payment of fine to KMC, many builders do not apply for completion certificates and then harass the flat owners. KMC has requested flat owners not to occupy flats without getting a copy of the CC.
