Separate units for old buildings, slum clusters

Delhi Development Authority (DDA) has decided to set up a separate unit for rebuilding of seismically unsafe buildings in its jurisdiction and a separate directorate for development of slums on its land. The decisions were taken at the board meeting of DDA chaired by Tejendra Khanna, Lt Governor of Delhi and Chairman of DDA.

'The chairman suggested that Delhi falls in seismic zone. So, in the greater public interest, we should address the issue of old and unsafe buildings on a priority basis,' said DDA spokesperson Neemo Dhar. After deliberations, it was decided that a separate unit within DDA should be created for the purpose. It would work out systems to retrofit or rebuild buildings considered unsafe. Modalities of working of this unit and the system of finance will also be worked out.

The board meeting also approved a separate directorate for in-situ development of 345 slum clusters which are on DDA land. The directorate will ensure speedy development of these slums and centralised and coordinated monitoring. For rehabilitation of jhuggi clusters at Jailorwala Bagh, the change of land use measuring four hectares was approved from recreational to residential. Another change of land use proposed in respect of part of land out of land measuring 42713.53 sqm from recreational to PSP (school and  graveyard) was approved at Mandoli in East Delhi. This change had been effected as per the directions of court.

The amendments in Master Plan-2021 recommended by various management groups were also discussed.

The suggestions were regarding amendments in the Development Control Norms for night shelters, for residential component in industrial areas, mixed use regulations and redevelopment of clusters of industrial concentration in non-conforming areas. All these amendments were approved by DDA and will now be submitted to the Ministry for further processing and incorporation in Master Plan.

DDA had received 1900 suggestions for Master Plan 2021 of which 1700 have been uploaded on the website of DDA. There suggestions were received by various interest groups, RWAs, citizens in open house meeting.
