Remove all unauthorised speed breakers in four weeks: High Court

Delhi High Court on Wednesday gave four weeks to agencies maintaining roads in the national Capital for removal of all speed breakers not approved by the traffic police and which do not conform to the prescribed norms.

A Bench of justices Badar Durrez Ahmed and Ashutosh Kumar said it was deferring taking any coercive action to enable the Municipal Corporations, DDA and public works department (PWD) to comply with the court’s May 25 direction to remove all non -conforming speed breakers.

The court on May 25 had made it clear that its directions “shall be strictly complied with” and warned that in case of non-compliance, it “would be constrained to take coercive action” against those responsible.

On Wednesday, New Delhi Municipal Council (NDMC) placed before the Bench a status report saying that all non-conforming speed breakers have been removed, except five which were made on directions of the Registrar General of Delhi High Court.

The court directed NDMC to take necessary action — either to get approval from traffic police or to remove them - with regard to these five speed breakers.

The three Corporations sought more time to place the correct state of affairs before the court, while Delhi Development Authority (DDA) submitted that there were no non-conforming speed breakers on roads maintained by it.

The traffic police, through additional Delhi government standing counsel Naushad Ahmed Khan, submitted a status report as per which the agency had carried out a field survey in which 89 locations were identified where speed breakers were not approved.

The survey also identified 53 locations where speed breakers were approved but were of faulty design.
