North MCD claims dues worth Rs 7,000 crore from Delhi govt

The Corporation has said that it has not received its share from the government, since the tri-furcation in 2012. The civic agency has also said that the delay in the discharge of money has forced them to cease the release of the councillors’ fund as well.

Mohan Bhardwaj, chairman of the Standing Committee, North MCD, said that in the current financial year, the government has stopped the release of Rs 303 crore to the Corporation. The government was to give a total Rs 994 crore, whereas, only Rs 546 crore has been given. “The North MCD has an estimated expenditure of Rs 2,290 crore for the current financial year on salary and pension. On other hand, the North MCD has liabilities worth Rs 1,270 crore. Thus the total liabilities will add to Rs 3,560 crore by March end,” said Bhardwaj.

He added that the South Delhi Municipal Corporation is utilising all the facilities and services at the
Civic Centre, while the North Delhi Municipal Corporation is bearing all the expenditures of its maintenance. So, the South DMC must pay for its maintenance and pay a sum of Rs 472 crore to the North MCD. He also said that after the trifurcation, the former Delhi Chief Minister had promised that all the three Municipal Corporations would be given grant-in-aid to compensate for the loss due to the trifurcation, but till date, no amount has been received from the state government on this account.

It is important to mention that the two MCDs- North MCD and East MCD are facing acute financial crisis and not even able to disburse salaries for their employees. East MCD has stopped its one of social welfare schemes- pension to elderly, widows and physically handicapped, citing lack of funds and has not disbursed salaries to its employees since last 3-4 months.

“It’s very difficult to run the Corporation. We are on the verge of collapse, Delhi government must extend help us out,” said B B Tyagi, chairman of standing committee of East MCD.

The Corporation is also unable to release funds for its development and maintenance activities and salaries of teachers and fourth grade employees are also put on hold since last four months. East MCD, the poorest among them does not have resources while North MCD has decided to put up an office complex at MCD head-quarter and some other properties on lease.
