No transparent policy to send policemen for crash courses

These courses are specially arranged by the Central government for Delhi Police personnel to upgrade their skills and knowledge. However, it has been found that there is no specific policy to send police officers to attend these short-term training courses.

Additional Deputy Commissioner of each district has been assigned to select the police officials for the courses. Unfortunately, Additional DCPs are unaware about the policing skills of its staff and hence officers are selected randomly for the courses. ‘Whosoever is selected by the Additional DCP has to attend the course without any excuse,’ a senior police official told Millennium Post requesting anonymity.

He further added that several times the best beat officer of a particular police station is selected by the Additional DCP, while he is already working on an important assignment. ‘It creates problem for the station house officer (SHO) as he is relying on that particular policeman for investigation in an important case,’ the official added.

Sometimes, there are courses for ACPs as well which is mandatory for them to attend. ‘It is compulsory to send at least one ACP from each district. We have very limited staff (ACPs), therefore, when the ACPs are out for training it becomes very difficult maintain law and order situation,’ he added.

Sources have also informed that police officers often attend these crash courses to ‘get a break’ from normal duty.

‘At times, an officer who does not wish to stay at the police station, attend the course just to get a break from odd duty hours,’ said the officer.

He further added that shortage of policemen in Delhi Police forces them to send minimum officer for these courses. Currently, Delhi Police has staff of around 84,000 personnel.

The crash courses range from five days to two months. These courses are related to cyber crime investigation, law up gradation, new technologies and other policing related courses.
