No pen and paper in Malviya Nagar PS, woman runs from pillar-to-post to register complaint

However, after she managed to arrange a pen for herself, a complaint was finally filed.

On Monday, Millennium Post conducted a survey to find out the basic problems in the police station. It was observed that unavailability of pen and paper is the major problem faced by policemen in the national Capital.

A 35-year-old woman on Monday reached Malviya Nagar police station at about 12.35 pm with her two children, seeking justice. Both her sons are US citizens. According to the latest facility, she approached the women’s help desk to narrate her ordeal. There was no female cop sitting at the help desk, rather two policemen including a sub inspector were sitting there to register the complaints.

When the victim, identified as Vandana, a resident of Malviya Nagar told them that she had been physically and mentally harassed by her husband during her stay in Agra. She had also registered a complaint in Agra but to no avail. The officials allegedly asked them to report the matter to the women’s cell, near PVR Saket. Losing hope, she then left the police station.

Ten minutes later, the victim returned and approached the duty officer posted at the police station. She asked him to give her a pen and a paper to file a complaint. Shockingly, the official refused her by saying that neither did he have a pen to spare nor a paper. The woman left the police station again, this time to arrange for a pen to file her complaint.

When she returned after an hour with a pen of her own, the police filed her complaint and ensured speedy investigation.

‘There is always a scarcity of stationery items such as pens, papers, stapler machines at all police stations,’ a police official posted at Malviya Nagar said.

HAG branch at each DCP or additional CP is authorised to arrange stationery items for every police station under their jurisdiction. The head constable is responsible to collect the items from DCP office once a month. The items includes pens, pencils, rubbers, sharpers, papers, printer’s cartridges, highlighters, markers, file covers, case diaries, staplers to name a few.

Speaking to Millennium Post, head constable at a police station said: ‘The items that are sent to us are not sufficient for a month. We have to arrange the same by ourselves and the money is also not reimbursed by Delhi Police.’

Apart from this, a duty officer very rarely gives his pen to the complainant believing that he is having a single pen with him. ‘In many cases the complainant takes the pen away with him/her and the duty officer become helpless,’ he added.
