New Town authority to ban stray cattle on roads

Kolkata: The New Town Kolkata Development (Amendment) Bill has been passed in the Assembly on Tuesday. It will bar straying of cattle and other animals on vacant lands in New Town.
Firhad Hakim, the state Urban Development and Municipal Affairs department, said: "The move has been taken after it came to the notice that often cattle stray on roads and it leads to fatal accidents. So, the Bill is quite significant in this connection."
It may be mentioned that New Town is developing to a modern city at present and there are important installations like the country's biggest convention centre, financial hub, cultural hub, Eco Park and 13 smaller parks.
Vehicle load is quite heavy on major arterial roads in New Town and at the same time the vehicles move at a good speed on these roads.
So, it often leads to accidents when cattle stray on road leaving the vacant lands where they are brought for grazing by their owners.
It has been stated that since the township of New Town is in a developing stage, there are considerable number of vacant plots and people from neighborhood let their cattle and livestock to graze on those plots. The livestock often come in front of fast moving vehicles on Biswa Bangla Sarani and other major arterial roads.
Moreover, if it is found that a dog or any other animal is suffering from rabies, then chances are there that it might be "destroyed" and no one would be allowed to use any premises to keep a horse or cattle or dogs or other quadruped animals or any kind of bird without a licence that is to be granted by the chairman.
The payment that has to be made for a licence will be decided by the development authority.
At the same time, the development authority "may make regulations specifically for control or removal of khatals" from the area.
Sabyasachi Dutta, Mayor of Bidhannagar Municipal Corporation, has also addressed the issue of stray dogs in Bidhannagar. He said that a section of people in the area don't allow to take any step against stray dogs while there is another section that accuses the civic body for not taking any action against it.
