Finance dept asks all administrative bodies to surrender 'unutilised funds'

Kolkata: The state Finance department has issued a memorandum, directing all bodies under administrative departments to surrender the fund that is lying unutilised in the local fund or deposit accounts.
It has been directed that "the funds lying unutilised in the local fund or personal ledger account or deposit or bank accounts on March 31 in 2018, will have to be surrendered immediately thereafter within seven days, by all the operators or administrators".
It may be recalled that a circular in connection with the same was issued on September 4 and it has been "reiterated" in the memorandum dated March 9, that "funds pertaining to the 2017-18 Budget, shall not be transferred from expenditure heads of accounts and parked in local fund or personal ledger account or deposit or bank account under any circumstances, for utilisation after March 31".
According to a senior official of the state Finance department, the step has been taken to ensure proper utilisation of fund.
At the same time, the state Finance department will convene a meeting on Wednesday, to discuss different aspects of the implementation of seven sub-modules of the Human Resources Management System (HRMS).
It has been stated that after successful implementation of payroll, stakeholders, leave, loan, transport allowance and dearness allowance sub-modules of HRMS, the seven new sub-modules of HRMS, including sanctioned strength, transfer, pay-fixation, non-functional promotion, training, confirmation and exit management, will be introduced. There will also be training programmes for the same.
"The modules will have implication on the e-service books of all employees, which shall become operational shortly," said an official, adding that the meeting will be held to ensure proper implementation of the seven new modules of HRMS.
The modules will be introduced in all departments of the state government and districts as well.
