21 senior IAS officers roped in as district nodal officers to implement programme

Kolkata: The Bengal government has roped in 21 senior IAS officers as nodal officers designated for each district for ensuring coordination amongst various departments and smooth conduct of the "Duare Duare Sarkar" campaign.

Chief Minister Mamata Banerjee on November 23 had announced the "Duare Sarkar" programme while addressing the benefits distribution programme in Bankura. Under the programme, special camps will be organised from December 1 at Gram Panchayats and wards in municipal areas for delivery of benefits under 11 different schemes of the satte government including Khadya Sathi, Swasthya Sathi, Caste Certificates, Sikshashree, Jai Johar, Taposili Bandhu, Kanyashree, Rupashree, Aikyashree, MGNREGS and Krishak Bandhu.

Officer on Special Duty in Panchayat and Rural Development department Vivek Kumar and Additional Chief Secretary of Food Processing Industries and Horticulture Department Subrata Gupta are nodal officers for North and South 24-Parganas respectively. Director of Land Records and Survey Avanindra Singh is to look after Bankura. Principal Secretary of Self Help Group and Self Employment Department Roshni Sen is in charge of Birbhum. Additional Chief Secretary of Labour Department AR Bardhan and Managing Director of WBTDC Koushik Bhattacharya are nodal officers for Cooch Behar and South Dinajpur. Principal Secretary of GTA Surendra Gupta has been given the charge of both Darjeeling and Kalimpong districts. Secretary of Housing Department Onkar Singh Meena and Principal Secretary of Forest Department Hridyesh Mohan are nodal officers for Hooghly and Howrah district respectively. Excise Commissioner Uma Shankar is to look after Jalpaiguri while Director of ICDS Rachna Bhagat will look after Jhargram. Commissioner of Presidency Division Pritha Sarkar has been given the charge of nodal officer for the area under the jurisdiction of the Kolkata Municipal Corporation.

Commissioner of Malda Division Sayeed Ahmed Baba will look after Malda and North Dinajpur. Secretary of Minority Affairs and Madrasah Education Department Ghulam Ansari will look after Murshidabad. Principal Secretary of Tribal Development Department Kanwaljeet Singh Cheema to look after Nadia. Director of ESI Scheme under Labour Department Tanmoy Chakraborty and Principal Secretary of Youth Services and Sports Department Barun Ray are in charges for West and East Burdwan respectively. Principal Secretary of Backward Classes Welfare Department A Subbiah and Principal Secretary of Technical Education, Training and Skill Development Department Anoop Agarwal are nodal officers for West and East Midnapore. Principal Secretary of Mass Education Extension and Library Services Department Ravi Inder Singh and Executive Director of WBIDC Devi Prasad Karnam will look after Purulia and Alipurduar respectively.

The camps will be held in four phases – December 1 to 11, December 15 to 24, January 2 to 12 and January 18 to 28 – in which grievances related to any scheme apart from that of the eleven stated schemes.

A state level apex committee under the chairmanship of the Chief Secretary has been constituted and a state level task force will become functional under the Additional Chief Secretary of Planning, Statistics and Programme Implementation Department. There will also be a district level task force with respective district magistrate as chairperson while SDOs will form suitable task forces for urban areas and there will be separate block level task force as well.
