KMC to start e-mutation soon: Sovan Chatterjee

The KMC will give stress on water supply and solid waste management along with beautification of the city. It may be mentioned that the civic authorities have already started the online clearance of building plans. The owners have to submit the plan to the building department online.

The KMC officials will examine it and clearance is given within one month to one-and-a-half month. 
This has reduced harassment of owners. As the KMC has a copy of the plan, while issuing completion certificates, civic officials will visit the site and will be able to spot the deviations. If the deviations are small, then they will be adjusted by payment of fine. If case of any confusion, the owner, architect/LBS and civic employees will sit together to resolve the impasse.

The e-mutation will save property owners from harassment. In case of new buildings, a copy of the deed and registration fee along with the completion certificate and the building plan are required to be submitted to KMC.

Now, the civic authorities take months together to cross check the documents. The e-mutation will reduce the time to issue the certificate and KMC will be able to determine the property tax.

In cases where the owner inherits the property, copy of the will that have been probated or a copy of succession certificate are required to be submitted. Though the new owner is supposed to get the certificate in a day, in practice KMC takes longer time. The e-mutation will help the owner to get the certificate on the same day. The civic authorities will stress on collection of property tax. A list of defaulters will be prepared and action will be taken accordingly. 

The civic authorities have made elaborate plan to combat water logging and supply drinking water to more people. There will be discussion on the KMC budget on Monday and Tuesday.
