India intensifies its monitoring over foreign funding to Pak

It was learnt that the initiative was taken after being suggested by National Security Advisor (NSA) Ajit Doval to Prime Minister Narendra Modi in the wake continues firing along the bordering areas of Jammu and Kashmir. Intelligence report suggested that unlike previous year Pakistan is going to increase its terror financing from Rs 500 crore per annum in the Kashmir valley to Rs 550 crore.

It was also reported that a sizeable amount of aid from US was also diverted by Pakistan for terror related activities against India. Concerned about the increase in the terror funding, government has intensified the monitoring and even sought US President’s intervention in to the matter.

Sources said, Obama has assured Modi that US has put in place end-use monitoring mechanisms to ensure that its security assistance to Pakistan is used solely for counter terrorism-related purposes.
However, despite Obama’s assurance, there are intelligence inputs that funds are being diverted on a regular basis. “The major concern is Saudi Arabia, where a section of big financers continue to indulge in funding terror groups working against Indians in Pakistan. We need to take up this issue at a diplomatic level,” government sources said.

Going with the leads, the government is now considering to increase the expenditure on Counter Intelligence (Operations), which is presently around Rs 750 crore annually.  

Also, frequent dialogues of Pakistani military and political leaders to their counterparts in Moscow have added more concern to India. Russian Defence Minister Sergei Shoigu in his recent visit to Islamabad had signed a military cooperation agreement with Pakistani generals to sell three dozen Russian Mi-35 helicopters.

“We suspect that the aid and arms, which Pakistan will get from Russia, could reach wrong hands. There is a need for an urgent dialogue in the international platform. We are closely monitoring funding made to Pakistan by the United States and also drew US’s attention for proper accountability to prevent the diversion of security assistance for use in its military buildup against India,” he said.
