Funds released under education head, not for salary pay-out: MCDs

The North and East Municipal Corporations have criticised the Delhi government for misleading people in the name of releasing funds to the corporations.

The cash-strapped corporations have said that the state government has not released any funds for paying salaries to safai karmis (sanitation workers) as against the announcement made by them on Tuesday. The corporation has alleged that the government has released is Rs 226.66 crore in the education head under non-plan schemes, which can only be used for education-related works.

The funds released form 25 per cent of the share and the first installment of the corporation’s funds under education head for 2015. “The Delhi government is trying to mislead the people, safai karamcharis and the media by announcing that it has released funds for paying salaries to safai karamcharis,” Chandolia said, adding that Arvind Kejriwal should stop lying and tell the truth.

The non-plan schemes can be used only for education-related works like paying salaries to teachers, maintenance of schools, etc.

The Delhi government, on Tuesday, had informed of the release of a grant worth Rs 138.28 crore for salary purposes and Rs 11.82 crore for other non-plan heads, bringing the total to Rs 150.10 crore for the North MCD, while the EDMC has been given Rs 51.96 crore for dissension of salaries and Rs 36.42 crore for other non-plan heads. The total amount to EDMC is Rs 76.56 crore.

A letter written by the Delhi government to Urban Development Ministry revealed that a total of Rs 150 crore was released for North MCD for the implementation of non-plan schemes. Around Rs 128.37 crore was released as grant-in-aid for primary education, Rs 5.75 crore for maintenance of school buildings, Rs 11.01 crore as grant for maintenance of resettlement colonies and Rs 4.96 crore as grant for maintenance of capital assets.

The amount has also been allocated to the East agency under similar heads. The corporation officials added that the Delhi government is trying to gain undue credit for helping out civic bodies. The funds released under the education head is the right of the corporation.

Besides, the total funds to be released for education has also been reduced by the Delhi government from Rs 620 crore in 2014-15 to Rs 513.49 crore in the outlay Budget for 2015-16.
