Raising awareness on Civil defence
The Civil Defence Raising Day was celebrated at Bal Bharati Public School, Pitampura, New Delhi on December 6, where Tanvi Garg, IAS, Deputy Commissioner (HQ) - I was the chief guest. Other guests included various DMs, ADMs, SDMs, Tehsildars, Delhi police officials, fire officials, local residents, school authorities and students, civil defence volunteers and wardens.
The Chief Guest walked through the display of Civil Defence services like rescue, first-aid, firefighting, welfare and proceeded towards her seat. She was seen taking a keen interest in the photo exhibition of civil defence activities.
After the Chief Guest reached the dais, a demonstration on self-defense was given by women civil defence volunteers and demonstration on PT was given by men and women volunteers of civil defense. After this, the mock disaster situation was created. The civil defense teams, led by Hari Om Shukla as Incident Commander and Vinay Mathur as in charge of warden post, helped the community members by doing firefighting, rescuing the surface casualties through emergency methods of rescue and rendering first aid to the injured. The methods used were Two Hands Seat, Human Crutch, 's', CPR with AED, (Automated External Defibrillator), Fore and AFT, Fire Man lift, Improvised method by Blanket and others.
They displayed various rescue methods. For first floor casualties, methods like Self Rescue with Jumping Sheet, Fireman's Lift, sliding stretcher by one ladder by women and sliding stretcher by two ladders by men were used. The second-floor casualties were cleared using Sliding Stretcher on two parallel Rope method. The casualties of the third floor to the second floor were rescued by cage method whereas that of top floor were rescued by Flying Fox method and self-rescue with help of descender from the roof. All rescue methods were displayed by the trained Civil Defence volunteers with precision and confidence.
More than 3000 invitees and guests cheered the participants and praised their efforts in saving the lives of people trapped/injured during disasters.
During the welcome speech, Rahul Sudan, Senior Staff Officer (Civil Defence) gave information on the history and activities of Civil Defence in Delhi. Following this, a memento was presented to the Chief Guest of the event
Later, The Chief Guest distributed President's meritorious medal to Neelam Kataria, Additional Chief Warden (lady) South West District and DGCD DISC (MHA), Vijay J V Thental, Dy. C W, North District, and Archana, Group Leader, North District. She also handed over certificates and medals to the winners and runners-up of inter-district professional and sports competitions.
During the event, the Civil Defence app was launched by the Chief Guest. The Civil Defence Corps, Delhi (CDCD) android mobile app disseminates information on civil Defence, disaster management and women safety. The app provides direct calling facilities for emergency numbers, hospitals, civil defence wardens/offices etc. She acknowledged the 'Nishkam Sewa' spirit of Civil Defence Volunteers who performed various duties from time to time. She motivated civil defence wardens/volunteers to encourage more and more citizen to join civil defence and get them trained in first-aid, firefighting and rescue so that any kind of disaster can be dealt in an effective manner. 'Environment Pledge' to all members in the audience far planting more trees.
