UPIC fines Noida Authority Rs 250 per architect for delayed, vague info on projects

The Uttar Pradesh Information Commissioner (UPIC) has imposed fine on the Architect in the Planning Department of Noida Authority.

The fine is imposed on one or more architects who were placed on the rank of Public Information Officer from March 11, 2016 to February 9, 2017 in the Planning Department of Noida Authority.

The fine was imposed because they did not provide the information being asked through RTI. Rs 250 per day will be deducted from their salary multiplied by the number of days they have worked during the tenure. "A maximum of Rs 25 thousand can be taken from each architect", said a senior official of state information commission.

Ratanpal Singh Yadav, a resident of Sector-12, Pratap Vihar, Ghaziabad filed an RTI seeking information about the proposed layout plan of Sector-121. The RTI was approved by Chief Executive Officer of Noida Authority. Failing to provide the information even after a year, the UPIC slapped the concerned officer with a heavy fine.

Noida authority proposed the layout plan of 123.41-hectare area in Sector-121 from which 57.62 hectares of land was declared as residential, 10.99 hectares was allotted to parks, green cover and high tension electricity line.

The RTI was filed to seek details on division 57.62 and 10.99 hectares of the total land.

When the information was not given over a period of time, Ratanpal made another appeal seeking for quick information.

The information provided was unclear and not satisfactory so he decided to report the matter to UPIC.

Following this, the UPIC imposed a fine of Rs 250 per day under section 201 of RTI act-2005 on the Architect in the Planning Department of Noida Authority over the delay in providing vague and delayed information.
