'Be the School Leader': Govt empowers SMCs to spend funds

NEW DELHI: The Delhi government will start a new education venture with the head of the schools and named this new venture as "Be the School Leader." Here the head of the schools will get all necessary training to handle the schools in cooperation with the school management committees which would have members from the parents too.

The school management committees will now have the power the spend funds. "Initiating the first of its kind and biggest ever interaction with all heads of schools of Delhi government, Deputy Chief Minister and Education Minister Manish Sisodia on Wednesday gave the slogan "Be the School Leader" to the heads of schools.

The Deputy Chief Minister will meet all the heads of over 1,000 Delhi government schools. On the first day, he met the heads of schools in batches of 50 each in three meetings," said an official of the Delhi government.

The focus of the meetings was on the utilisation of funds allocated to the School Management Committees (SMCs) and the Happiness Curriculum. The Deputy CM termed the SMC fund as the "most progressive administrative reform."

"Now, you have the financial grants and powers both. Till now, the Heads of Schools were dependant on the Directorate of Education for every small work. Now, you don't have to be worried about all this. Heads of schools are chairpersons of SMCs, and together with the elected members, they can now run their schools efficiently," Manish Sisodia said.

The Deputy Chief Minister appealed to the Heads of Schools to utilise this fund judiciously. "You can now hire teachers for 200 hours, you can engage gardeners. Depending on the need for cleanliness and other sanitation issues, you can also hire additional labour. You can also innovate by getting resource persons or experts for different subjects and co-curricular activities. I will also suggest that in case you feel that students of classes IX and X are facing difficulties in a particular subject or topic, you can get experts to help the students by utilising this fund," said Sisodia.

"Heads of Schools in no other state in India have been given such powers and I appeal to you to use these funds with complete transparency. You can transform your schools with proper and better utilisation of these funds. Ensure utilisation of funds is properly discussed in SMCs meetings and proper minutes of these meetings are maintained. In case any SMC member has a dissent, properly record it," the Deputy Chief Minister said.
