CVC submits final report on closure of PEs

The Central Vigilance Commission has submitted its final report on closure of several preliminary enquiries registered by CBI in the multi-crore coal blocks allocation scam.

“The Commission has completed its work assigned by the apex court and given its final findings on Thursday in a sealed envelope,” a senior CVC official said. The Supreme Court had on March 28 last year asked CVC to peruse the coal blocks allocation cases in which there was a difference of opinion within CBI on their closure.

CVC, which exercises superintendence over CBI for overseeing corruption cases, has reviewed files relating to these cases.

“The Commission, with its limited resources and manpower, has worked overtime and finished its
task. There is no pending file in the matter,” he said.  CBI has so far registered at least 38 FIRs to probe alleged irregularities in coal blocks allocation.

It had earlier examined CBI’s files on closure of 25 preliminary enquiries (PEs). CVC had submitted its findings on 17 PEs to the Supreme Court on April 30, 2014 and on the remaining eight on May 9, last year, the official said.

There were different views between investigating and supervising officers on closure of these 25 PEs.
The apex court’s direction to CVC had come following filing of two closure reports in March last by the agency with regard to coal blocks cases.

The court, while hearing coal block cases, had then asked CVC to give its findings whether the cases can be closed or CBI can go ahead with the filing of charge sheets.
