Centre, states adopt National Declaration on Housing for All

The centre and the states on Thursday joined hands to adopt a national declaration that resolves to provide houses for all by 2022 and promote urban reforms. The ‘National Declaration on Urban Governance and Housing for All’ was adopted at a conclave of Housing and Urban Development ministers from states and union territories, convened by Union Housing and Urban Development minister M Venkaiah Naidu.
They also resolved to actively implement the 25-point Urban Reforms Agenda proposed by Naidu at the conclave. Prime Minister Narendra Modi had spoken of Housing for All by 2022, which marks the 75 years of India’s independence.
The Declaration says that ‘housing is recognized as part of the dignity and indicator of quality of life of the individual and with the burgeoning population of cities and towns in India the gap between the supply and demand of the housing has been widening.’
It states that total housing shortage was estimated to be 18.78 million as at the beginning of the 2012, and projected shortage is estimated at 30 million by 2022, if not acted upon decisively.
It recognises that housing and construction industry supports more than 250 ancillary industries and contributes nearly 9 per cent to the GDP.
The declaration further states that the Government of India aspires to provide ‘Housing For All’ by 2022 and the achievement of this goal requires cooperation among the Central Government, State Governments, Urban Local Bodies (ULBs), Parastatal agencies, Financial institutions, the Private sector, Civil Society and NGOs etc.
The Declaration also says that special emphasis has to be laid on EWS and LIG and other vulnerable sections of society such as Slum dwellers, SCs, STs, Tribes, Backward Classes, senior citizens, persons with disabilities, widows etc. The Centre and the states also resolved they will join together to provide guidance along side fiscal and non-fiscal support to achieve ‘Housing For All’ by 2022.
