BJP accuses Sibal of graft

Bharatiya Janta Party has accused Rs 496 crores was misappropriated while constructing Prithvi Bhawan at Lodhi Road and Udyog Bhawan at Patparganj. The party has blamed Union Minister Kapil Sibal for the graft.

‘Internal audit was conducted for Ministry of Earth Sciences (MoES) and audit found financial bungling worth Rs 496 crores in different heads including construction of the MoES headquarters building situated opposite India Habitat Centre,’ said Vijender Gupta, president of Delhi BJP in a press conference in Delhi.

Gupta has demanded CBI enquiry under the supervision of Court. Gupta further said that the award of contract for construction was given to a party during January 2008 when Kapil Sibal was Minister of Earth Sciences. He has also laid down foundation stone of the building himself. Building was supposed to be constructed within two years time but it took four years. Even then it was not yet complete and was awaiting completion certificate from New Delhi Municipal Corporation (NDMC).

For this delay, the cost of construction has escalated from Rs 49.8 to Rs 95 crores as per the internal audit report. There was provision for five lifts in the building but only two are in operation now. Auditorium is not complete neither it has got license from Delhi Police. The guest house has not been constructed. Interestingly, the contract for construction document is not traceable.

As per rules, if any government building is constructed by other party, then government organisations such as CPWD and NBCC, prior clearance has to be obtained from Ministry of Urban Development but it was also not done.
