917 UP police officials transferred for 1,828 times in last 2 years

Highlighting frequent transfer of officials in police department, an RTI activist claims that UP government had carried out transfer of 1,828 Provincial Police Service (PPS) officers  in the state in a short period of two years – 2011 and 2012– against the total cadre strength of 917.

The transfers include 478 officers of Additional SP (ASP) rank and 1350 deputy SPs.  

As per information obtained by Lucknow-based RTI activist Nutan Thakur, 307 ASP rank officers were transferred in 2012 while 171 were transferred in 2011. As many as 892 deputy SP rank officers were transferred in 2012 and 458 in 2011.

Opposition parties allege that the previous BSP government and the incumbent Samajwadi Party government have turned the transfer of police and other officials as an industry to mint money.  

A statement issued here today said the 723-page official information, dated April 4 and sent by Renuka Mishra, IG (Establishment) said that in 263 cases the state government either cancelled or modified its own previous orders. Twenty-one orders of ASP were cancelled while 36 were modified. Among Deputy SPs, 74 orders were cancelled while 132 modified.

As per the RTI information, on four occasions more than 100 PPS officers were transferred through one single government order. In three other cases, more than 50 PPS officers got transferred through single orders.

After Akhilesh Yadav became the chief minister, 120 ASPs were transferred on  27 March, 2012 while 153 deputy SPs were transferred on 1 April, 110 on 7 April and 121 on 16 October last year.

In Mayawati’s regime, 97 ASP were transferred through an order passed on 9 April, 2011 and 82 deputy SP through an order dated 8 August last year.
