Tejinder approaches Antony against Singh

Even though the defence minister A K Antony was away from Delhi, retired Lt Gen Tejinder Singh, the former director of a largely ineffectual body, Defence Intelligence Agency (DIA), claimed to sections of the media that he has petitioned to the minister against the army chief, Gen Vijai Kumar Singh.

The army chief had earlier claimed that the retired army officer had offered him a bribe of Rs 14 crore for placing an order of 600 Tatra trucks. Following that Tejinder Singh had filed a defamation suit against the army chief.

He took the route of appealing to the defence minister after the Delhi high court turned down his plea of asking the army chief to appear in the court when he was in his position. But, the official spokesperson of the defence ministry Sitanshu Kar stated that the plaint of Tejinder Singh had not reached the office of the defence ministry or that of the joint secretary looking after the army, Subhash Chandra, till close of the business day on Tuesday.

In the petition to Antony, Tejinder Singh has written, 'To facilitate disciplinary proceedings against Gen. V K Singh, who is retiring on May 31, you are requested to pass an order for his “attachment” under Section 123 of the Army Act.' According to Section 123, action can be taken against any officer or personnel for offences committed during service even three years after his retirement from the Army.

Sources at the senior level in the defence ministry claim that the reason Tejinder Singh is sounding a little upbeat these days is because the Central Bureau of Investigation probing the army chief's charge against him have not been able to establish any proof of collusion between the former defence intelligence officer and Ravi Rishi, the owner of the company selling Tatra trucks.

They had taken out the call records of the past year of Tejinder Singh and had not been able to establish any conversation between him and the other accused of the investigation, Rishi.
