‘A state-level advisory committee has been set up by the department of woman and child welfare to promote, implement, supervise and monitor the in-country and inter-country adoption of children to ensure they get genuine parents,’ said Satbir Bedi, principal secretary, department of WCD.
Bedi added that the children constitute the most vulnerable section of society and are considered a supreme asset of our nation. They have the right to education, to play and to express themselves freely. ‘Society has the responsibility to pay proper attention to children for their all-round development and welfare, deliver protection and development services to the disadvantaged children and ensure that every child has equal opportunity for optimum personal growth,’ she added. In the last five years the department has arranged approximately 1,900 children in Delhi for adoption to indigenous and international parents.
The department of WCD is ensuring proper monitoring the adoptions and the specialized adoption agencies and also supporting the Central Adoption Resource Authority (CARA) in promoting in country adoption and regulate inter-country adoption in the state of Delhi. She said that Govt. is committed to ensure full protection and safeguarding the interests of the children in Delhi.
CARA started functioning in 2011 in the WCD and has done commendable work in the field of adoption as per law on the subject.
She said that at present 12 specialised adoption agencies (SAA) are recognized under Section 34 and 41 of Juvenile Justice Act 200. Of the 12 specialised adoption agencies, eight specialized adoption agencies are recognized by the Central Adoption resource agencies as recognized Indian placement agencies for doing inter country adoption as well.
