As per protocol, apart from registering an FIR, no action has been taken against him. “Since the diplomat falls under international convention, a report will be submitted to Ministry of Home Affairs. The report will be later handed over to the Ministry of External Affairs,” said a senior
police official. The diplomat has been identified as Nguyen Duy Khanh who is first secretary in the Vietnam Embassy. He has been residing in Anand Niketan colony in close to Delhi University’s South
Campus area.
According to the complainant – Aarti Gupta, she was parking her brand new Hyundai Creta car on Sunday evening at 6pm when a speeding car bearing the registration number 80 CD 21 banged into the driver’s door. “I was about to get out of my car when I saw a speeding car head towards me. I immediately got inside and locked the door,” Gupta said adding that after hitting her car, the driver almost ran over a security guard and struck a nearby house.
She further added that when they approached him, he couldn’t stand and speak as he was heavily inebriated. We then made a call to the Police control room and a team reached the spot. While the cops were taking him for the medical examination, he created a ruckus and after sometime, he showed his identity card to the police. On learning he was a diplomat from Vietnam, his medical test could not be conducted.
Meanwhile, in the FIR the complainant has categorically stated that the diplomat was a habitual rash driver and had at times put the lives of children and senior citizens of the colony at risk. A case under Section 279 of the IPC has been registered.
