Soon after the inspection, a notice was issued by the ministry stating all joint secretaries of the two ministries should visit their respective establishments every day for a week to monitor attendance and find out chronic offenders.
‘Biometric attendance markers to be put in place expeditiously and attendance to be monitored strictly and necessary and immediate action to be taken against those who report late for work. Attendance registers to be withdrawn fifteen minutes after due time of reporting and late comers to be marked absent for the day and not to be paid for the same,’ the directive issued by the ministry reads.
It also reads, ‘The minister had noted perceptible improvement in the cleanliness and maintenance of Nirman Bhawan since his last such inspection on June 12 this year.’ It was learnt that perturbed over reports of latecomers and alleged ‘indiscipline’ in the department, Naidu decided to go for a surprise check at Nirman Bhawan and found nearly 80 officials including section heads and other supporting staff missing from their chairs.
He went around various floors for over an hour from 9.10 am and appreciated the cleanliness but expressed anger over the latecomers. Naidu, who was accompanied by the Secretary (Urban Development) Shankar Aggarwal and other senior officials of both the ministries, immediately asked them to note down the names of the latecomers and send them show-cause notice.
He also asked the joint secretaries of the two ministries to visit their respective offices every day for a week to monitor attendance and find out about ‘chronic offenders.’ This is for the second time that the minister paid a surprise visit. He has also asked senior officials to ensure better working atmosphere in his ministries because they cannot afford to be complacent after a clear mandate from the people.
