Even though the government is still debating about Lokpal at the central level, the University Grants Commission (UGC) has notified the need to appoint an ombudsman at every university/college level to look into the grievances of students.
Each university shall appoint an ombudsman to redress students’ grievances. According to the notification: ‘The person to be appointed ombudsman should be a judge not below the rank of a district judge or a reiterated professor who has at least ten years’ experience as professor.’
A source from the UGC told Millennium Post: ‘The ombudsman in a central university shall be appointed by a committee consisting of the UGC chairman, a vice-chancellor from the central university, joint secretary of the government of India in the ministry of human resources development and joint secretary from the UGC.’ The official added, ‘In the case of a state university, a person shall be appointed by a committee consisting of the governor, two vice-chancellors from a private university of the state to be nominated by the state government and secretary (Higher Education) of the state.’
Another official from the UGC said: ‘The ombudsman will look after grievances like a student being refused admission in accordance with the declared admission policy, publishing any information in the prospectus that is false or misleading and not based on facts, complaint of alleged discrimination of students from the SC/ST, OBC, women, minority or disabled categories’.
