U’khand ex-chief secretary Dr Tolia dies at 71

Former chief secretary and first chief information commissioner of Uttarakhand Dr RS Tolia (71) breathed his last at 5:15 am on Tuesday in a private hospital. He was in coma for the last three days. 

Born on November 15, 1947 in Dehradun, his family migrated here from Pithoragarh district. He did post-graduation in mathematics and later completed his PhD degree in history. Later, he cleared the civil services examination in 1970. In a span of 35 years, he served at various administrative posts in UP till 2001 and later in Uttarakhand. He was the third chief secretary (2003-2005) of newly born state and later in 2005 was given the charge of chief information commissioner for five years. 

In his condolence message, CM Harish Rawat said, “We pray god for giving enough strength to his family members to bear his immense loss. He was suave, social and able administrator. He was committed towards saving the legacy of Himalayas.”
