UGC, AICTE responsible for low quality of education: Arindam

The Indian government has ordered Internet service providers to block access to more than 70 Urls that seem to contain material that is critical of the Indian Institute of Planning and Management (IIPM).

The order signed by Subodh Saxena of the department of telecommunications (DoT) was issued on 14 February. The URLs listed include that of the University Grants Commission (UGC), which states that IIPM is not a university and ‘does not have the right of conferring or granting degrees as specified by UGC’ as well as those of some satire-based sites. The move comes amid the government being criticised for recent steps that have been regarded as attempts to curb freedom of speech. DoT and UGC couldn’t be immediately reached for comment.

IIPM Head Arindam Chaudhuri said the matter is subjudice and he will not make any comment.

However, he said, ‘Last year one of our channel partner had filed a suit against Google and submitted ISPs about certain defamatory articles about us on the internet. After hearing the suit, court had asked Google to remove those links. However, Google failed to comply the order.

Subsequently, the court has asked ICERT to block the those defamatory Urls  till further orders after hearing the application filed by him and issued notice to IIPM to be as one of the respondent and we will file our reply.’

Also, upon being asked that some satire pieces were also in the same list, Chaudhuri categorically commented, ‘I have no objections on any satire nor would I have filed anything against them were I to do the same personally. In a democracy that is basic freedom of speech. However, I am glad that defamatory links with malicious interests have been ordered to be removed.’

On UGC links, he said, ‘UGC and AICTE are organisations full of bribe-seeking corrupt people, where even at the top they have a track record of being caught red-handed and being jailed. The standard of education they have created in the nation is shameful to say the least. IIPM is proud to have no affiliation from them and proud that it imparts a quality of education that is at par with the best globally, thanks to our independence of approach and non-caring attitude towards UGC.’

‘I suspect at the behest of some of our petty competitors with dirty past record, UGC had been deliberately spreading misleading information about IIPM to hurt its business interests and had gone to the extent of calling IIPM a fake university. For the same, the Delhi High Court had reprimanded it and given clear direction to remove the same allegation because IIPM, like ISB does not give any degree of its own nor has  it ever claimed to do the same or has it ever called itself an university.

UGC’s false campaign is utterly defamatory against which IIPM has also released public notices in newspapers and the same is available on the net. So there is no doubt about the defamatory intent of the UGC/AICTE campaign and I am glad that the court has now ordered the removal of those links,’ he added.
