Tussle over lay-out plan keeps south’s unauthorised colonies in cue

The un-authorised colonies falling under the jurisdication of South Delhi Municipal Corporation (SDMC) got delayed for some more time as fresh diffrences have cropped up between the civic body and Delhi government on the issue of footing the amout for drawing lay-out plans.

SDMC in its meeting of the standing committee on Tuesday rejected the the processing amount of Rs 10 lakhs demanded by the commisioner to pay the consultancy fee to designated archetecture institution- Institute of Planning and Archetecture, New Delhi, for starting preparation of lay-out plans of colonies situated on private land.

BJP lead civic bodies has already denied recover ing the price of the land on the circle rate from colonies on government land and passing of their lay-out plan demanding Delhi government to regularise them on ‘as it where it’ basis.

‘The Chief Minister of Delhi has promised us to bear the cost of making lay-out plans in a meeting with the representatives of the three corporations on 26 September 2012. Subsequently, on the direction and assurance of Lieutient Governor of Delhi (LG) we agreed to rope in the services of the institute for making layout plans,’ argued Rajesh Gehlot, Chairman of Standing Committee of SDMC rejecting the proposal placed by the SDMC commisioner.

‘We are not allowed to spend even a single ruppee for the development works of these un-authorised colonies. The government should either transfer entire responsibility of these colonies to us and allocate seperate budget for us or pay for the lay out plans directly to the institute engaged,’ added Gehlot.

BJP ruled North Delhi Muncipal Corporation (NDMC) and East Delhi Municipal Corporation (EDMC) who have engaged architecture departments of GGS Indraprastha University and Jamia Millia Islamia University to prepare lay-out plans are also furious. ‘We will not pay the consultancy to the institutes and Delhi government must keep its promise. If they try to get it pass by pressurising the EDMC commisioner, we are prepared to reject the proposal,’ said Mahek Singh, Chairman of the Standing Committee of EDMC.

While the Dupety Chairman of Standing Committee of NDMC Vijay Prakash Pandey is quite liberal on the issue. ‘We are facing acute financial crisis and government must provide us budget for engaging the agencies or experts to prepare the lay out plans to expedite the work. We are ready to share an approprate portion of the expenditure,’ he argued. Pandey, was the first to raise this issue in the meeting of standing committee when the reglarisation of unauthorised colonies were declared by the Delhi government.
