Three cops arrested for demanding Rs 20L as extortion from Dwarka resident

According to the police, on the intervening night of April 8 and 9 at around 1 am, 28-year old Nohd Nouman Sait had unexpected guests. Three Delhi Police constables barged into his apartment flashing their Delhi Police identity cards and started searching his apartment. Claiming to have information about wrongful activities going on in the flat, one of the trio whipped out a service pistol and threatened Sait to pay them Rs 20 lakh.

“He (Sait) somehow managed to make call to the police through his friend,” said a senior Delhi Police officer. Alerted that cops had entered the flat and are threatening a common man with a service pistol, Sub-Inspector Mukesh Kumar, entrusted with the call and reached the place with Assistant Sub-Inspector Onkarmal of Dwarka South police station in collaboration with the PCR.

Police said that they found Parshant, Dinesh Kumar and Sandeep had entered the house with an “an ulterior motive”.

During the course of investigation, it was found that Sandeep, armed with a pistol, is posted in the Special Cell (South-West Range) whereas Parshant is posted with the IV Battalion of the Delhi Armed Police (DAP) and Dinesh is posted in the Security Unit, said a senior police officer.

A case has been registered at the Dwarka South police station under Sections 384, 385, 452 and 34 of the IPC against the accused.

According to the cops, identity cards of the three cops have been recovered and seized. The pistol along with ten live cartridges and the Santro car registered in the name of Sandeep have also been seized. In September 2014, a woman sub-inspector and a constable were arrested for extorting money from a Punjab-based businessman after threatening to trap him in the sex trade. According to the police, Sub-Inspector Vandana and constable Hans Kumar were taken into custody after a complaint was lodged. Both were posted with the Crime Branch.

Meanwhile, as per data released by the Delhi Police regarding perception of Delhi Police in terms of increase in corruption, it shows that in 2015, the vigilance department of Delhi Police conducted 55 per cent more inquiries against its men after which disciplinary action was taken against errant cops.

The department registered as many as 88 cases under Prevention of Corruption Act against 77 policemen. Of the 490 cops suspended, 10 were inspectors, 90 sub-inspectors, 46 ASIs and the rest were constables and home guards. Departmental inquiries were ordered against 1,017 officers and 90 policemen were dismissed from service following complaints.

Vigilance inquiries were conducted against 838 policemen out of which charges were proved against one ACP, 12 inspectors, 18 sub-inspectors, two ASIs, five head-constables and 15 constables. 

The department received 1,09,963 complaints on its anti-corruption helpline number 9910641064. A 24x7 flying squad was also formed to attend to complaints regarding corruption.
