Telangana state formation cleared by Congress, UPA

After dilly-dallying for several years, the Congress Working Committee (CWC) on Tuesday finally decided to endorse the decision for creation of Telangana as the 29th state of the country. Telangana will be created by dividing the state of Andhra Pradesh.
The CWC meeting was preceded by a discussion of the party leadership with the allies in United Progressive Alliance. The Congress’ allies unanimously backed the formation of the new state.
Announcing the decision after the CWC meeting, Congress spokesperson Ajay Maken, while addressing a press conference in the national capital, said Hyderabad would be the joint capital of the remaining Andhra Pradesh and Telangana for 10 years. Telangana will be formally accorded the statehood after the bill is passed in Parliament. The process to create Telangana state could take as long as six months, said Congress general secretary Digvijaya Singh, who was present at the briefing.
Meanwhile, a report from Hyderabad said while welcoming the CWC decision to form separate Telangana state, Telangana Rashtra Samiti (TRS) president K Chandrashekhar Rao demanded that ruling Congress party must clarify about Hyderabad being made the common capital.
‘We welcome this decision. They have made Telengana with 10 districts. I am happy about it. But what is the common capital has to be clarified,’ he told reporters after holding consultations with his party leaders over the Congress’ announcement.
Rao, who is seen as the political face of the separate Telangana statehood agitation, also sought to know when the bill for the formation of a separate Telangana state would be introduced in Parliament.
On the other hand, Digvijaya Singh, who is general secretary in-charge for Andhra Pradesh, said that the decision has been made keeping in mind a long standing demand of the people of
Telangana.
‘We have kept in mind security, water issues, liabilities, etc. Modalities will be worked out for division of assets, liabilities and water resources. Telangana will have 10 districts. In Hyderabad, there is adequate arrangement for both states to run their affairs for next 10 years,’ he said
A special meeting of the union cabinet has been convened on Wednesday, to discuss the issue. Telangana will have 10 districts of Andhra Pradesh – Adilabad, Karimnagar, Warangal, Khammam, Nalgonda, Hyderabad, Mahbubnagar, Rangareddy, Medak and Nizamabad. However, the final shape of the state would only be known once the bill is placed before
Parliament.
