Societies where rapes happen are not civilised:Pranab

Showing concern over attack on women President on India Pranab Mukherjee said that the country where Delhi gang rape like incident happens is not fit to be called a civilised society.
‘Let’s celebrate the year 2013 as the year of safety for women of this country. WE should ensure safety and security of our mothers, daughters and sisters,’ he said while speaking as the chief guest during the last day of the three day Quasqicentennial celebrations of the completion of 125 years of the foundation of State Legislature.
Mukherjee said that only one sentence, ‘We are ashamed’ could show displeasure of Delhi gangrape. ‘Excuses that such incidents do happen in other parts of the country or abroad has no grounds. Its just that, We are ashamed’ he said.
‘If a nation or society can not prevent such incidents it has no right to call itself civilised’ Mukherjee said adding that the objective can not be achieved merely by enacting laws. ‘It has to be in-built within our society and each and every Indian should resolve that 2013 will be year for the safety and security of mothers, daughters and sisters’ said the President of India.
Praising the glorious history of the State Legislature, the President also expressed several concerns about the functioning of democracy.
‘It has come to notice that during last few years the legislators are devoting less and less time for law making and this trend is visible in all the legislatures across the country’ he said adding that unless enough time was not devoted to discussions prior to the enactment of law, our objective will remain elusive from us. ‘During the 14th Lok Sabha when I was Leader of the House it held sessions worth less than two thousand hours in its entire tnure of five years’ Mukherjee recalled.
The President also narrated the importance of the legislature and said not a single penny can be spent by state or central governments without its approval. ‘Even the respective government can not levy any tax without lesgilature’s approval, ’ he said. Mentioning the importance of the Budget, Mukherjee said that when the first Budget was presented it was only of Rs 197 crore having just two type of expenditures- civil and military. ‘The last yearBudget was well over Rs 12 lakh crores and this show how far we have come since Independence’ he said.
Earlier the Telecommunication Minister Kapil Sibbal released a postal stamp to mark the occasion and praised President Pranab Mukherjee for his excellent knowledge of the Constitution and Parliamentary Affairs.
