Buckling under pressure, the state government has decided to withdraw its decision to terminate the services of ad hoc employees, specially safai karamcharis, appointed in the urban local bodies on contract basis. Earlier, the government had specified that employees appointed on contract basis would not be paid salary from the local body fund from the next month onwards.
In that order, Principal Secretary, Urban Development, Praveer Kumar, wrote to all district magistrates, Nagar Ayukts and Director, Local Bodies, that the order shall not be applicable on the safai workers appointed in the urban local bodies on contract basis under the guidelines of the government.
On Sunday's order, the government clarified that the Urban Development department's earlier order of 23 July now stands cancelled. No specific reason has been assigned for this but it is believed that Opposition parties had made much hue and cry over this issue. The BJP had even said the government's decision was politically motivated because a majority of urban local bodies are now BJP dominated and the SP government is trying to create hurdle in the working.
A government press release said the contractual employees who were appointed on the basis of the government's approval for various schemes sponsored by the Government of India and also those contractual employees who were appointed under the courts' orders from time to time will also retain their jobs.
Earlier, it was brought to the notice of the government that appointments of contractual employees in a large number were made in the urban local bodies by not complying with the prevalent rules and regulations only for the sake of vested interests and undue advantage. Urban Development Minister Azam Khan took the matter seriously and gave an order for terminating the services of these irregular and unauthorised appointees.
