In a significant development on Monday, Delhi Chief Minister Arvind Kejriwal wrote a letter to all the secretaries of the departments in Delhi government to send each and every order of the Lieutenant Governor to the Chief Minister’s Office. This effectively would mean, the LG cannot directly issue an order to a secretary level officer or a government employee.
The Delhi government has also formed a new transfer policy at the secretary level in which Delhi’s Deputy Chief Minister Manish Sisodia will issue transfer orders which <g data-gr-id="26">was</g> earlier done by the LG in consultation with the Chief Minister.
In his letter to LG Najeeb Jung, Sisodia said that Chief Minister Arvind Kejriwal would write a letter to Prime Minister Narendra Modi on the issue.
“Your (L-G) directions are against the provisions of law and Constitution <g data-gr-id="25">and therefore</g> cannot be
complied with,” he said.
Sisodia had also replied to LG’s order to reinstate Principal Secretary Anindo Majumdar.
Earlier in the day, Principal Secretary (Services) Anindo Majumdar on Monday found his office
locked, which was done as per the directive from the Chief Minister’s Office and subsequently, the AAP government appointed Rajendra Kumar, who is secretary to Chief Minister, to the post.
Promptly reacting to Kumar’s appointment, the LG shot off a letter to Kejriwal, declaring his posting in place of Majumdar “void” and categorically made it clear that he was the final authority for appointment and transfer of senior bureaucrats.
Sisodia reacted strongly claiming that Delhi government got to know about Jung’s letter through <g data-gr-id="23">media,</g> and accused him of leaking his letter, which was sent to the government, to the media.
