The meetings took place a day after the state government said it would work towards a phased withdrawal of the Armed Forces (Special Powers) Act (AFSPA) from areas that have been free from militancy for some time.
BJP legislators have voiced their opposition to the revocation of AFSPA in the wake of recent militant attacks. The opposition Congress and National Conference have both cautioned the PDP-BJP regime in state not to withdraw the AFSPA as it could prove to be a recipe for political and human disaster.
Former chief minister Omar Abdullah said in a tweet that Sayeed had gone to New Delhi to assuage the concerns of the Prime Minister and Home Minister on the AFSPA revocation move.
Rajnath Singh had last month said this was not the right time for withdrawing the AFSPA in J&K.
Meanwhile, Modi has assured Sayeed that Centre would extend full support to the funding of flood-hit people in the state and restoration of public infrastructure. The two leaders discussed issues, including the implementation of Common Minimum Programme(CMP) of the PDP-BJP alliance in the state.
The Centre is yet to take a call on a cabinet proposal sent by the previous Abdullah government, seeking a package of Rs 44,000 crore for relief and rehabilitation of victims affected by the floods in September last year.
The meeting also comes in the backdrop of a possible Union Cabinet expansion amid speculation that PDP President Mehbooba Mufti may be inducted. Sayeed also discussed with Modi the issue of bringing transparency in the system and improving governance in the state.
Later, Sayeed met Home Minister Rajnath Singh where the CM was told to provide land for composite townships for Kashmiri Pandits. Sayeed assured Singh that the state government would acquire and provide land at the earliest for composite townships in the Valley, a Home Ministry statement said.
Describing his discussions with Sayeed as “good”, Singh said “...we have discussed a range of issues related to the development of the state.”
“I met the Prime Minister first and then the Home Minister and discussed the present political situation, peace process, action against corruption, development of the state, flood situation etc. We have also discussed how to implement the CMP. People of J&K have given us a large mandate. We want to make J&K an island of peace again," he said.
BJP protests in JK Assembly over terrorist attack
The J&K Assembly witnessed noisy scenes on Tuesday as BJP members shouted anti-Pakistan slogans and demanded a resolution in the House condemning Pakistan for terrorist attacks in the Valley on Monday.
BJP members, carrying placards with “Big No to AFSPA removal” and “Pakistan Hai Hai” stormed the well of the House as they demanded a resolution condemning Pakistan “for sponsoring terrorism in India” must be passed.
Meanwhile, security forces on Tuesday busted a militant hideout in Ramban district and recovered explosives and ammunition. The Rashtriya Rifles troops of Counter Insurgency Force Delta based at Dharmund and Special Operations Group personnel of J&K launched a joint operation in Kaskot forests of Banihal Tehsil of Ramban.
