RWAs might have to pay for regularisation

In order to remove hurdles in approving the layout plan of 895 unauthorised colonies cleared by Delhi government, Director of Local bodies (DLB) has said that Urban Development Department could collect the requisite fee from RWAs on behalf of the institutions engaged. After that, the town planning department of MCD could take up the layout plans of these colonies for approval. Earlier, MCD had stated that it would not accept fee from these colonies.

‘The RWAs of the colonies could be directed to deposit a draft of the requisite fee to be paid to the institutions engaged to prepare the layout plans of their colonies. The Urban Development Department of Delhi government could collect these drafts on behalf of the institutions engaged for making the lay out plan,’ said minutes of the 24th weekly coordination committee meeting of the three municipal corporations, chaired by Director of Local Bodies, R K Srivastava. The municipal corporations have hired three premier institutions of Delhi- School of Planning and Architecture, Jamia Millia Islamia University and GGS Indraprastha University- to prepare the layout plans.

The DLB also directed the the Chief Town Planner (CTP) of the three municipal corporations to immediately supply a list of all 15 RWAs, along with details of amounts to be paid by them to these institutions. The issue of payment to these institutions for preparing the layout plans  has been a bone contention between BJP-ruled municipal corps and Congress-ruled Delhi government.
