Rise in rape cases of children, 13,766 cases filed in 2014: Govt

The NDA Government on Friday said that there has been a sharp rise in cases of rape of children in the country. 

Providing data related to these cases, Union Minister of Women and Child Development, Maneka Sanjay Gandhi in reply to an unstarred question in Lok Sabha said that “a total of 8,541 cases, 12,363 cases and 13,766 cases of rape of children (below 18 years) were registered during 2012, 2013 and 2014 respectively, showing a rising trend”. 

The minister said, “National Crime Records Bureau (NCRB) has started collecting data on the Protection of Children from Sexual Offences Act since 2014. As per available data, a total of 8,904 cases were registered under the Protection of Children from Sexual Offences Act during 2014.”

The information on repeat offenders is not maintained separately by the National Crime Record Bureau (NCRB) she added. 

“The Ministry of Home Affairs has a proposal to publish the list of convicted persons for crime against women in the Citizen Portal of Crime and Criminal Tracking Network & Systems (CCTNS).  However, this is subject to funding being restored in the CCTNS,” she explained. 

“Sections 28, 32, 33, 35, 36 and 37 of the Protection of Children from Sexual Offences (<g data-gr-id="24">POCSO</g>) Act, 
2012 provide for safeguarding the interests of the child at every stage of the judicial process by incorporating child-friendly mechanisms for speedy trial of offences designated Special Courts,” said Maneka.

Rs 848 lakh allocated for Juvenile care in <g data-gr-id="38">2014-15 :</g> Govt
The minister also stated in Lok Sabha that, “the Government has provided Rs 848 lakhs for construction of 14 Observation Homes and Special Homes in the year 2014-15 to the States/UTs under Integrated Child Protection Scheme (ICPS). A total of Rs234 lakhs was provided for the purpose in the year 2013-14. The data regarding vacant posts in such homes across the country is not maintained centrally.” To ensure the safety and <g data-gr-id="43">well being</g> of children living in Child Care Institutions(CCIs), the Ministry has been urging the States/UTs from time to time to register all the CCIs under the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2000 (JJ Act) said the minister. 

“The Act and Central Model Rules framed <g data-gr-id="40">there under</g>, provide for monitoring, inspection, standards of care and measures that may be taken by the State Government/UT Administration to address any reported instance of atrocity/<g data-gr-id="39">ill treatment</g>.
