Not just this, the policemen feel a sense of harassment while sharing their respective single beds with the other. There is also a sense of desperation that is growing amid all this.
If policemen deployed at the PTS are to be believed, they are not getting their leaves whenever desired. Each cop can take 15 days Casual Leaves and 30 days Earned Leaves in a year. ‘If one does not avail them, they relapse. However, Earned Leaves may be carried over to the next year,’ a police official at PTS said.
The Casual Leaves are sanctioned by PTS Inspector while to take Earned Leaves a cop has to get them approved from the Deputy Commissioner of Police (PTS). To apply for Casual Leaves, one has to move an application via Company Head Munshi (CHM) who takes the application forward to the Inspector, the official added.
‘As there is a mediator between the cop and the authority, on many cases, it leads to trickery and corruption. Either the CHM favours the old employees/friends or he demands bribe, said another police official, requesting anonymity.
There are three PTS branches in the national Capital — Malviya Nagar (south district), Tri-Murti (New Delhi district), Kingsway Camp (north district). Approximately 1,080 policemen are deployed in total and each branch has 360 cops. Further, these 360 policemen are divided into two companies, each numbering 180. Each company has to be on duty for 24 hours on alternate days. The next day, the other company takes over the charge. ‘The PM route is announced four-five hours in-advance and the cops are supposed to be on the route before three hours,’ he added.
Whenever PM Narendra Modi has to go to Airport, three cavalcades are formed for PM route.
Policemen from PTS department and the local district police are deployed for the security of all the three cavalcades despite the fact that only one route is taken by Modi while remaining are two dummy cavalcades.
Apart from this, the policemen at Malviya Nagar PTS are being harassed as there are only 120 beds available in the premises. Around 300 policemen reside in the building premises while others have their own accommodation facilities in the nearby areas.
‘On one bed, two cops have to adjust as two buildings in the same premises are being renovated for the past one year,’ another official said. Ironically, the PTS department functions under the direction of BS Bassi, Delhi Police Commissioner.
