Property dealer impersonating Joint Director of CBI arrested

Delhi police crime branch has arrested an impersonator who posed as the joint director of CBI. He has been accused in two cases - one for renewing the export license of a private company and the other complaint alleges that he has blackmailed and attempted to extort an OMAXE builder.

‘The accused has been identified as Amit Aggarwal alias Goldy (31), a resident of Pitampura, who is a wholesale medical distributor in government hospitals. He got the idea of impersonating a CBI officer by watching a Bollwood movie called ‘Special 26’ based on fake CBI officers,’ Ravindra Yadav, additional commissioner of police (crime branch) said.

In the first case, a complaint was lodged on 8 October alleging that someone posing as Joint Director, CBI had insisted an additional director general of Foreign Trade to renew the export license of an import/export company of Jhandewalan. The second complaint was reported by OMAXE Ltd.

In the second complaint, Aggarwal had instructed the owner and general manager of OMAXE builders to either pay Rs.60 lacs each for two plots to a group from Rohtak against the earlier deposited amount of Rs.9 lacs paid for each plot in 2005 or settle the matter with them at the earliest.

Accordingly, two separate cases of impersonation, forgery and extortion were registered and investigations were taken up by crime branch. Strenuous efforts were made and during preliminary enquiries, it was revealed that the impersonator has issued his phone number on the basis of fake documents and made limited calls from it. With the help of diligent technical surveillance, crime branch traced out Aggarwal’s location and apprehended him on Tuesday.

On sustained interrogation, he disclosed that after suffering heavy losses (approximately 80 lacs) in business in the year 2007-08, he started property dealing in the locality. He used to brag to his friends and relatives that he was acquainted with some senior government officials and he can resolve any issue through them. People were impressed by his high contacts and started coming to him to resolve their issues.

During this course, one of his old friends, approached him and said that his relatives have some issues pending with OMAXE builders regarding allotments of lots in Rohtak from 2005. The accused Amit Aggarwal again bragged before him that joint director, CBI was well known to him and he can resolve this issue easily. His friend promised him to pay hefty amount after resolving the issue with OMAXE.

After this, Aggarwal obtained a SIM card on the basis of forged documents and took an old phone handset from the office of his brother-in-law, who is runs an office for verification of applications of new mobile phone connections from industrial area, Kirti Nagar. Thereafter, he obtained the phone number of Sunil Goel, joint managing director and Manoj Goel, general manager of OMAXE and called them posing himself as joint director, CBI and instructed them to pay Rs.60 lacs each for two plots to his friend’s family in Rohtak against the amount of Rs.9 lacs for each plot deposited earlier in the year 2005. Either they pay up or settle the matter with them at the earliest.  Further, a private company of Jhandewalan, Delhi also approached him for renewal of export (Foreign Trade) license pending with the directorate general of Foreign Trades, Delhi. He again bragged about resolving the issue and called the office of additional directorate general, Foreign Trade, as Joint Director, CBI and insisted on clearance of pending issue.

With suspicion arising over the call, the officers of Foreign Trade filed a complaint with the crime branch. The company had to pay hefty amount to him after completion of this work and renewal of license.  ‘The accused Amit Aggarwal has been arrested. Investigations of the cases are in progress. Roles of other persons involved in the case are being verified,’ Yadav added.
