Prez hails Budget session for fewer disruptions

During a special session, President Pranab Mukherjee on Monday told legislators of Uttarakhand that disruptions in assemblies and Parliament were not desirable acts, even as he appreciated the rich cultural heritage and tourism potential of the state.
Expressing concern over the fewer number of hours being devoted to legislative business, he urged the MLAs that “for God’s sake, don’t indulge in disruptions... it is unwelcome”. He said more time should be devoted to House proceedings and business so that “we do not fail to deliver on the desired results or meet objectives”. On Democracy, he said, “Democracy should comprise of the three ‘D’s – Debate, Dissent and Decision not the fourth ‘D’ ‘Disruption’.”
Talking about the Budget session of Parliament, Mukherjee expressed happiness that there were fewer interruptions and adjournments this time.
“I am particularly happy the Constitution Amendment Bill relating to Land Boundary Agreement between India and Bangladesh was passed unanimously by both the Houses of Parliament. The unanimous vote on the Bill has conveyed a strong message of friendship to Bangladesh and established to the world that India stands united on matters of great national importance,” he said.
The President also appreciated Uttarakhand’s heritage and told the MLAs that: “Gods have blessed your state and people with a wealth of beauty. The simplicity, warmth and hospitality of the people of this state are well known across the country.” He said: “Uttarakhand has all the resources required to develop as a major destination for tourism and an important centre for horticulture. It has been a traditional seat of learning.”
