Delhi Electricity Regulatory Commission (DERC) is going to introduce peak hours and off-hours tariffs for large industrial and commercial category consumers with sanctioned load of 300 KVA and above.
DERC issued public notice that in the months from April to September, peak hours would be from 3 pm to midnight and surcharge on energy charges will be 10 per cent of consumed power bill.
Similarly, Consumers would get a rebate of 10 per cent on off-peak hours, midnight to 6 am.
For October to March, the Tariff would be surcharged at 5 per cent on peak hours, 5-11 pm. The same consumer would get a rebate of 10 per cent from 11 pm to 6 am.
The Commission is of the view that the coverage of tariff needs to be progressively increased for smaller loads, which will ensure that the tariff provides appropriate signals to reduce peak hour consumption and increase consumption during off-peak hours. Through higher peak hour rates and higher rebates for consumption during off-peak hours, load would be better managed.
The Commission further elobrated that this will incentivise off-peak hour consumption and provide an opportunity to the consumers to reduce their electricity bills through shifting their consumption to off-peak hours.
The commission has fixed uniform charges till the load of 5 KW. This has been done because most domestic consumers are having sanctioned load of less than 2 KW, though their connected load is much more than 2 KW. It gives undue bias towards those consumers who have not increased their load to the actual connected load, while the consumers of other billed load are paying the higher fixed charges.
Power Minister Harun Yusuf said the government would react on the DERC opinion only after seeking public opinion through a public notice.
