Positive response to food security scheme: Minister

Food and civil  supplies minister Haroon Yusuf on Monday claimed that people in Delhi have responded enthusiastically to the National Food Security Bill, launched on 1 September in the city.
According to him, a big number of citizens have enrolled for the new Food Security Cards, required for enrolment into the Food Security Programme. Yusuf claimed that more than five lakh households, covering 25 lakh people, have applied for the cards so far. On an average more than 50,000 forms are being received daily. ‘The city government has made elaborate arrangement for supply of application forms, which are available at approximately 250 places across the city,’ said Yusuf. He added that forms are available at 70 ration offices, 130 General Resource Centre (GRCs) and offices of the district collector or sub-divisional magistrate.

 In order to overcome difficulties in getting the forms, the state government has decided to accept a photo-copy of the application form. Filled forms can be submitted at ration offices and GRCs. No last date has yet been fixed for the submission of forms.

Yusuf stated that only Aadhar card/enrollment slip for each member of the household needs to be attached to the form for application, thereby making the process hassle-free.

The Food and Civil Supplies department has made it clear that there is neither any need for affidavits, attestation from officersor elected representatives, nor of no objection certificates (NOCs) from the landlord, rent agreements/residence proofs. In order to enhance the status of women, cards are being issued in the name of the eldest woman in the household.

The department has taken strict action against elements who are misguiding applicants. A strict vigil is being maintained around ration offices for such people who are trying to take money from the people in the name of filling up of forms, preparation of affidavits, selling of forms and other unnecessary documents. The department has lodged two first information reports (FIRs) regarding these malpractices. One has been registered in Vikaspuri and the other one in Tuglakabad. Approximately 73 lakh people in Delhi will be covered under the food security scheme.

All vulnerable sections of the society, including slum dwellers, those living in resettlement colonies, disabled people, single dependent women, occupationally vulnerable sections like daily casual or daily wage labourers, rag pickers have been included as eligible beneficiaries under National Food Security Ordinance in Delhi.

 People with an income of less than Rs 1 lakh per annum may also apply to be covered under the scheme. The new ration cards will be available to the public in the next two to three months.
