Poll season sops: Cabinet approves pension for unorganised workers

Ahead of the assembly polls in November this year, Delhi cabinet on Monday approved a pension scheme for those working in the  unoriganised and informal sectors, a proposal for grant of ownership rights in the quarters built under Subsidised Industrial Housing Scheme, 1952 and extension to the Bombay Natural History Society for conservation of bio-diversity and nature at Asola Bhatti. The cabinet also decided to release payment for the land of a permanent campus of the National Institutes of Technology, Delhi at Narela Sub-City. The decisions were taken at a meeting chaired by chief minister Sheila Dikshit.

Speaking after the meeting, Dikshit claimed that her government has always taken care of low-paid workers in unoriganised  sectors, and has been taking steps to ensure social security for them and their families.

‘The cabinet has approved a pension scheme for those working in un-organised and informal sectors, which includes hawkers, loaders, artisans, construction workers, leather workers, sign-board painters, domestic workers, cobblers, rickshaw pullers, anganwadi workers, anganwadi helpers, auto drivers, taxi drivers, coolies, self employed persons and others. of un-organized/informal sector,’ said a spokesperson.

The pension scheme will be open for workers between the age group of 18-60. They are required to contribute Rs 1,000 per annum under the scheme. An equal amount will be contributed by the city government and the union government.

At the age of retirement, 60 years, the workers may withdraw 60 per cent of the amount collected in his account. The remaining 40 per cent will remain in his account, on the basis of which pension will be paid to him.

The subscriber can exit before attaining the age of 60 years from the scheme with an option to invest a minimum of 80 per cent of accumulated amount to purchase annuity. The balance 20 per cent can be withdrawn. In case of the death of the beneficiary, the entire amount will be refunded to the nominee.

The worker must have been a resident/domicile of Delhi at least a period of three years at the time of enrollment in the Dilli Swavalamban Yojana.

Dikshit further stated that the cabinet has given its nod to a proposal for grant of ownership rights to original allottees and others of the quarters built under Subsidised Industrial Housing Scheme, 1952 in Delhi. The Scheme had been introduced by the Union government, under which the Delhi administration constructed 4,844 quarters at different places by utilising financial assistance from the government of India.

 Later in 1978, the scheme was modified to permit transfer of these quarters to those in occupation, on hire/purchase ownership basis under certain conditions. A survey was conducted in 2005 which certified that 2,873 allottees/occupants out of 4,844 have been issued lease and conveyance deed.
In view of the recent decision of the city government regarding grant of freehold ownership rights in 45 JJ resettlement colonies, the labour department has mooted a similar proposal in respect of quarters built under Subsidised Industrial Housing Scheme for grant of ownership rights. The cabinet has approved the proposal and the same is being sent to the union government for its approval.

Dikshit added that the NIT, Delhi is presently functioning from the temporary site at Integrated Institute of Technology, Polytechnic Campus at Sector-9, Dwarka. The NIT is a unitary institute focusing on research and higher learning in areas of knowledge broadly under the domain of technology and engineering.

The NIT has been sanctioned in Delhi by the union ministry of HRD after re-naming all regional engineering colleges as NITs in the country.

The NIT was sanctioned for Delhi since there was no REC situated in Delhi. The Cabinet has given its nod for releasing payment of Rs 158 crore for a plot measuring 20.8 hectare allotted by the DDA for developing a permanent campus of the NIT at Narela Sub-city.
