Police brutality: SC seeks explanation from states

The Supreme Court on Wednesday sought explanation from Bihar and Punjab governments over the incidents of police brutality and conduct of the police force, saying these incidents have shocked the conscience of the entire nation. In Bihar, police used force on agitating teachers, while in Punjab cops had thrashed an unarmed woman.

The court took strong exception to police beatings and took suo motu cognisance of media reports. A bench of justices GS Singhvi and Ranjana Prakash Desai directed the two state governments to come out with their explanation on Monday about police brutality which amounts to gross violation of human rights as well as constitutional rights of the people.

A woman was thrashed by Punjab police constables on 4 March when she approached them with her father for lodging a complaint of harassment by a truck driver and his accomplices in Taran Taran. Bihar police had resorted to baton charge and fired tear gas shells during a protest by contractual teachers outside the Assembly in Patna. The teachers were demanding regularisation of their jobs and pay parity with regular teachers.
