Pay-and-use toilets receive fresh push

In a bid to put an end to the woes of public toilet users in municipalities across the country, the ministry of social justice and empowerment on Thursday launched a financial scheme to promote pay-and-use model of toilets.
The scheme christened as Swachhta Udyami Yojana aims to encourage safai karamcharis,
manual scavengers as well as individuals to construct, operate and maintain community toilets in Public Private Partnership (PPP) mode and for purchase of sanitation related vehicles.
While launching the scheme on Thursday, minister of state for social justice Sudarshan Bhagat said, ‘Since these toilets would be managed and operated by manual scavengers, there would proper sanitation for the users.’
Giving details about the scheme, social justice secretary Sudhir Bhargava said, ‘The beneficiaries would be provided loan at a very concessional rate of interest of three-four per cent per annum. Maximum amount of loan admissible for construction of community toilets and for procurement of sanitation related vehicles would be Rs 25 lakh and Rs 15 lakh respectively. Each identified manual scavenger would be provided capital subsidy up to Rs 3.25 lakh.’
