The special cell of Delhi Police, which is in the dock over the arrest of Sayyed Liyaqat Shah alias Liyaqat Bukhari, an ‘A’ grade Hizbul Mujahideen militant, has now claimed that Multi-Agency Centre (MAC) was also aware of the suspicious entry of the Hizbul militant for a fidayeen attack. ‘In early March, MAC warned the security agencies about HM’s attempt to enter India through Nepal borders.
‘Taking cue, the special cell had laid a trap and arrested Liyaqat,’ a source in the Delhi police said. The ‘fidayeen attack’ was planned by United Jihad Council (UJC) of Pakistan in a meeting on 11 February 2013 to avenge the hanging of Mohammad Afzal Guru, carried out on 9 February 2013. Guru was a convict in Parliament attack of December 2001. Liyaqat was arrested from Gorakhpur in Uttar Pradesh.
During interrogation, Liyaqat revealed that Yunus, who is alleged to be a Pakisitani official, used to provide logistic support to the trained militants.
Quoting Liyaqat’s interrogation, an official said, ‘Yunus, a Pakistani, is the mastermind behind planning and execution of terror strikes especially those carried out by Hizbul Mujahideen militants. Well-trained militants, who often manage to enter India through the Indo-Nepal border, get logistical support from Yunus.’
For the planned ‘fidayeen attack’ around Holi in crowded areas, Yunus drew up the plan and asked Irfan, part of HM’s top brass, to execute them. On Yunus’ instruction, Liyaqat tore up his Pakistani passport on arrival in Kathmandu and contacted Irfan. On 19 March, Liyaqat made a phone call to Irfan in Pakistan who asked him to meet another HM militant at Haji Arafat Guest House in Delhi’s Jama Masjid area who was already staying there with arms and ammunition, the source said.
The source said, ‘When Liyaqat was arrested, his last conversation was found to be with Irfan. The name was also stored in Liyaqat’s contact list.’ After Liyaqat’s arrest, he made a request to Special Cell for contacting his wife in Kashmir. The source said,’ Liyaqat called her and had a conversation with her for about four minutes.’
On Sunday, Delhi Police released a sketch of a suspected HM terrorist who checked into the guest house in old Delhi, whom Liyaqat was supposed to meet. ‘The sketch had been prepared on the basis of the CCTV footage recovered from the guest house and with the help of the description given by the hotel staff,’ the official said.
