One-month-old puppy’s ears, tail hacked off; police refuse to register case

In yet another horrifying incident of cruelty towards stray dogs, some unknown persons have cut the tail and both ears of a month-old canine in South Delhi’s Hauz Khas Village area on Monday.

The matter was reported almost a month after a 28-year-old engineering student stabbed three canines outside South Delhi’s Green Park metro station. Later, Nakul Mishra, who was arrested from Lucknow has been granted bail by the local court.

The recent matter came to light on Monday afternoon when the puppy was handed over to an NGO in Hauz Khas Village by one person. He told the NGO that the puppy was hiding under the bushes at Hauz Khas Village and was weeping. When he saw the canine, he was bleeding. Immediately he was rescued it and handed it over to the concerned NGO.

When the canine was taken to the vet, it was learnt that the ears were cut few hours before he was brought there. However, the tail was cut two to three days ago.

A complaint has been made by the NGO at Safdarjung Enclave police station but the officials were found reluctant to register the case under the Prevention of Cruelty to Animals Act.

According to the complaint, the person who rescued him claimed that the cruelty was done by the children of the village, as they often attack stray dogs. However, the accused are yet to be identified.

Instead of registering a case, the ATO of Safdarjung Enclave police station told the complainant that there is a possibility that other stray dogs have cut the tail and ears of the canine. It is worth mentioning that the injury marks shows that it was cut with a scissor.

Moreover, the ATO, who is of Inspector level told the complainant that they can’t register a case until they tell them the names of the accused, as they can’t work on a blind case. The reporter was present at the spot when the complaint was trying to register a complaint. However, on late Monday senior police officials have assured  Millennium Post that necessary action would be taken in the case.

According to the Delhi Police data, till March, a total 27 cases under the Prevention of Cruelty to Animals Act have been registered at various police stations in the national Capital. In 2015, as many as 114 such cases were registered whereas, in 2014, 110 cases were registered.
