Now, helmets made mandatory for women pillion riders in city

After notification in the national capital on Thursday, it has now become mandatory for women pillion riders to wear helmets.
On Thursday evening, the Delhi government has issued a gazette notification about amendment in the Delhi Motor Vehicles Act, 1993, changing the sub-rule-2 of rule 115 from the word ‘women’ to Sikh women for exemption of helmets. Sikh men are already allowed to ride two-wheelers without helmets on religious ground.
‘The LG had invited the objections and suggestions from general public on the issue of making helmets mandatory for women riders on 2 May, 2014. Many objections were received from Sikh and Muslim groups. Finally, the Sikh women were exempted from the rule on religious grounds,’ said a senior transport department official.
The Sikh women riders and pillion riders have to furnish identity details to traffic police personnel in case they are stopped for checking. Failing in doing so may lead to prosecution.
According to a government data, some 576 two wheeler riders lost their lives during 2012 and the main cause of such fatal accidents was head injuries caused due to not wearing of helmets.
Earlier in the year 1998, the city government had made helmets mandatory for all riders which led to massive protests by Sikh groups. The government then amended the Delhi Motor Vehicle Act and had exempted women from wearing helmets.
The new rule will be called the Delhi Motor Vehicles (Third Amendment) Rules, 2014.
‘After implementation of this rule, the violators will be eligible for prosecution of a fine of Rs 100 by the Delhi Traffic Police,’ the official said.
