Not a single person will be forced to spend night in open: Delhi govt

The submission was made in an affidavit placed before the bench of chief justice N V Ramana and justice Manmohan by the Delhi Urban Shelter Improvement Board (DUSIB), which has also said it has ensured that all the 174 night shelters in the capital are in working order. The affidavit of the chief executive officer of DUSIB, came in response to the high court’s order of 30 October, 2013, when it had asked the officials concerned to visit all the night shelters, ensure they all are functional, find out approximately how many people are shelter-less in the city and how many more shelters are required to be set up.
In response to the high court’s order, the affidavit states that of the 174 shelters, 146 were inspected and found functional as well as equipped with all basic facilities. The DUSIB has also stated ‘it has been ensured that all 174 night shelters in the city are functional’.
At present, there are 66 permanent and 83 temporary night shelters in the national capital, apart from which there are 25 that are only set up during winter, the affidavit states, adding the shelters in total have a capacity to accommodate 14,000 people.
However, average occupancy at these shelters is less than the available capacity, the DUSIB said. The affidavit also said that by 2021 around 230 shelters will be required in the city and towards that Delhi Development Authority ‘has offered allotment of six plots for construction of permanent night shelters’.
On the question of approximate number of shelter-less people in the city, the DUSIB, by citing a survey conducted by Delhi government, said there are about 55,595 homeless in the national capital.
